But it turns out, all that power might not be used. 

When asked about frame rates between the two consoles, Microsoft Studios general manager Shannon Loftis said:

Loftis then continued to mention Killer Instinct as an example due to it being available on Xbox One and PC. She stated that KI is locked in at 60 frames per second and unlocking the frame rate for PC “ruins the competitive nature of it.”

When talking about the difference between games for Xbox One and Xbox Scorpio, Loftis states:

Loftis did not reveal a price point for Xbox Scorpio which is due to release during the holidays of 2017 but she described the Scorpio as a “premium piece of hardware” which makes us think that it will be above the normal price for the current Xbox One.
